Can't add election process when making a constitution

Hello. Under election process in the capital building, where isn't anything to choose. It just says "None". The board of elections is invalid, even though ever criteria is met, so we can't even make a new process. We're playing with settlement off. I don't know if that somehow did some damage to it.
