How to enable multiple claims?

I’m running a dedicated server (Linux, Docker) and I can’t find settings in version 0.11 to allow my users to establish multiple plot claims. Was this feature removed?

The only Claim posts I see (outside of the settlement mechanics) are the “Homestead” claim stakes. Trying to place a second one of those states, “Each player can only have one Homestead and you have already placed yours”.

Maybe “settlements” are the answer? My gut reaction is they won’t work for what we’re doing. We intentionally spread our homes across the world, but we were hoping to create a non-residential “trade district” with secondary plots.
