[2020] Tool Strength Talent?

Hello! New to Eco, love the game, checked the wiki and many other pages for an answer.... still not found it!

I picked the Tool Strength talent for logging...but I'm not seeing any difference in felling speed. What effect does "increases the tier of related tools by 1" actually do?? Or is it just a place holder at the moment?
