[2022] Steam VR not working properly

Hello all! So I wanted to play Elite Dangerous in VR again. But it's not functioning correctly. I can't open the Steam VR menu, and when I try to play the game, it can only pick up and use either my mouse and keyboard, or my VR controllers. But I'd like to play with my Xbox controller. But whatever I try, it's not picking up or registering it. When I'm not in VR, I can not open the Steam overlay. I've tried everything I can think of.
