As the use of Troops is pretty integral to Elvenar and utilised by the Majority, this is the reason you are unable to delete this. The additional Fighting Unit Buildings are of course a choice and you are not obligated to build/keep them.
As you progress, the barrack size will begin to be miniscule against your other buildings so I would be as patient as you can be. It is helpful to keep as well for Story Quests and Event Quests that ask for amounts of troops to be produced. This way you will still be able to get those rewards!
In the early stages it can be a big bulky building, especially if you won't be using this, but try your best to work around it and eventually it will simply be a blip on your beautiful fight free landscape![:)]( "Smile :)")
