[2024] Dedicated Server Now Blocks Non-DLC Users

Ive just checked the Dedicated Server with a updated RE Scenario and iam able to connect without any problems when not having the DLC.

Please check you server boot file (dedicated.yaml) that the EnableDLC: true flag is not present. If so either commented it out with a # or simply remove it all together
