The implication here is that the game is already playable on the Steamdeck. Is that true? Steam currently has the game as "not supported"

Plenty of players play on Deck as you can technically get the game to run, but we haven't yet hit the performance metrics for the game to be "Steam Deck Verified" yet, which is what that badge means. It's something we're still aiming to hit eventually if we can :)

I just tried it and do think "unsupported" is the correct clasification, for now. The game doesn't even hit 30 fps consistently, with dips as low as 9-15 fps everytime I simply rotate the camera. I am using the lowest settings with fsr 3.0

Re-installed the game and that fixed the performance issue. It holds around 27-28fps wtih fsr 3 on balanced and everything set to performance

I know it's a bit of a hassle, but please give more details on the exact settings you were using? For example, resolution, anything that deviates from the "max performance" preset, etc. We've tested the update on our own Steam decks with FSR 3.0 and didn't get performance nearly that low, so we'd like to try to reproduce whatever happened here if we can.
