Okay, so instead of making the lab buy-in cost X # of roubles per person, what if labs was locked behind a daily. You are given a daily quest by Fence, and upon completion of that quest you get a labs key card (tradeable). Some quests might be:
-Get X# of dog tags.
-Kill X# scavs on each map.
-Barter X# of [item].
-Visit a key area on a map.
-AND MORE.
This would bring people to maps that aren't regularly played. It would also cause a natural fluctuation in key card prices. People could still buy key cards from the market if they don't like to do dailies.
This system would allow community managers to set a daily in order to liven up the game and keep it fresh.
edit: If you want to really add diversity to gameplay, make the daily random for everyone. Each person gets their own unique daily quest. This would prevent clustering.
