I think this is one part of the lore they may have overlooked a bit. We know the city is sealed off by the UN, we know that the two PMC factions fought in the whole region, we know that the scavs are former civilian types turned gang members, we know that there are cultists who awoke after everyone else left, and we know that the scav raiders are former "first wave" PMCs.

What about the actual local authorities/services/police besides Therapist?

police mostly got evacuated, remaining part gone rogue became scavs. Very small part stayed on self-duty in the city, decided to help lost people and fight with scavs.
