[2019] Was the mosin ninja nerfed?

As the title says, was the mosin ninja nerfed yesterday? Been dumping 3 to 4 rounds into scavs since yesterday afternoon. Tested a couple times, scavs with lvl3 armor to naked. All are now taking several rounds to kill.

Can someone else confirm please. I might just be a bad shot.

Edit: I'm sorry for being unclear in my question. Had anyone noticed a ninja nerf in 7.62 x 54r.
