[2020] Introduce more clothing at lower levels

Since 0.12 added the clothing customization system, all subsequent clothing added have had a level requirement of 43+.

The new clothing sets for BEAR and USEC added with 12.6 has the highest requirement yet, at 47 and 50(!).

Personally, I'm a big fan of custom clothing, and I'm always looking forward to unlocking the next piece. But, with every new set being added requiring a higher and higher level to unlock, I find myself being less excited about clothing added. Now, I totally understand that these clothes are meant to be an achievement to obtain, and that's fine. Having something to work towards after unlocking all the traders is a good thing, in my opinion.

However, I think it would be cool if some future clothing sets could be introduced at a more moderate level bracket, where more players would be able to experience them. Most people never see level 40 in the duration of a wipe. I'd suggest somewhere between level 15-30, a bracket I think most players fall under.
