[2021] Bring back the message about scav rep loss/gain

Personally, I found it incredibly helpful to learn the scav karma system. With the new wipe, and so many new players joining, it doesn't seem like they know anything about the system, or that there is a punishment for killing friendly scavs. Since all the message contained was a small notification in the bottom right corner, I don't see it as particularly invasive.
