It is my understanding that in 0.17 they are releasing military base. To get to labs, you have to extract from military base into labs. Then you extract from labs into military base. Military base will have Scav Raiders.

Edit: The patch is .11.17 and the map Military Base will be present in 0.12. The map Streets of Tarkov will link to labs, not Military Base.
