[2019] Please remove the "find in raid" requirement for Fuel Conditioner, and/or make it spawn substantially more often.

I am like level 33 and have seen 0 fuel conditioners so far this wipe, much less the 6 required to complete the quest "The Blood of War Part 2". Pretty much all the other "find in raid" quests are manageable, but these things spawn in only a half dozen places and some of those are on Labs.
