Why bsg don't give ban to looting cheater (easy to check cheater in ur raid)

This picture is from Korea eft community When looting cheater in same raid and when they start farm U will got lag and if u open console, u can check Cheater name on blue paint And bsg just let them farm for rmt Don't give ban

++ sometime u can see 50lv flea market lv but his lv is under the 30 It's mean he is 100% looting cheater But bsg still don't give ban to them
