[2019] Raider's RIP ammo ignores armor and objects

Raider with M870 and RIP ammo shoots my through the elevator pillars and 1 taps through TV-110 rig and gen4 Assualt like they aren't there. Either armor bug is still a thing or intended I guess. I understand the raiders are indeed strong AI and I have no issue with them. The issue here is the weapon and ammo used, the RIP ammo from the ammo charts has ZERO pen, which should mean that the glass if not my armor should stop it complete(blunt damage still taken of course).
