[2019] Footage from 18 months ago that shows the Hideout was complete and ready for release back then in the exact state it's in now.

That video shows a fully upgraded hideout. It doesnt actually show him going in any menus, interacting with any of the hideout or upgrading such as you can do with the current state. The video is presenting the final state of what the hideout will look like not its completed functionality, there for its just providing an insight into what they are developing for the future so that we all can hype and theorise for its release.(which is now the present).
