[2019] Raiders on Labs numbers lowered?

Has anyone noticed that since the Tech update the amount of Raiders on Labs has lowered dramatically?

I did about 10 raids earlier with a group of friends and on the majority of them, we didn't see more than a half dozen raiders, there was 2 or 3 that had the "usual" amount of Raiders.
