How is it broken? Could you please file a bugreport (from F12 window) so we can take a look! thanks! 
We will also be updating the Pirate Insurgencies Agency window to take you to the Insurgencies map, similar to the Factional Warfare map.
The penalty has not been decreased, it always has been a 1.86x multiplier to missile explosion radius in Magnetars, that tooltip was just wrong and was updated to the correct value that has always been there since 2009.
