While this PSA isn't game breaking, it does affect your ability to use the Vault Storage Facility Shelter product after paying 1500 Atom in the Atomic Shop for it.
One additional disclaimer: I can't confirm that this issue affects other accounts as I only have one and have no way to test other accounts. However, it affects all 5 of my characters in my individual account.
Bug: After purchasing the Vault Storage Facility Shelter, the budget clearly shows nearly 1/4 of the budget consumed even with nothing created and nothing to scrap.
Beware when purchasing this product from the Atomic Shop.
It's possible Bethesda devs will eventually fix this problem, but it could take months before they get around to it. Until then, 1/4 of this shelter's budget is already consumed. I'd strongly suggest avoiding the purchase this shelter as this issue is likely to lead to other budget related bugs when building in this shelter. Choose one of the other shelters that doesn't exhibit this problem.
Bethesda, if you're reading, please fix this issue... and check all of the other shelters for this same problem.
Expectation: When buying a shelter, it is expected the budget should begin at 0.
