[2020] Assassins has no effect on most weapons and needs removed from the legendary pool

Assassins does only one thing. Adds 10% of damage against other players. Damage that is capped at 110 per hit. Damage that most weapons easily hit if built for them. So on most weapons, it’s a dud legendary effect. Make them legacy and remove it from the pool
