[2019] Is Gun Fu broken after patch 10?

I just logged back in and my Gun Fu perk doesn't seem to be switching targets. The dropping VATS immediately after a kill seems to work a little too well.

I tested with full and semi auto. Also with one-shots and non one-shot kills. It seems to have worked twice in ~50 kills but largely broken.
