[2019] Please, please fix the VATS bug (hah) for hitting flying creatures with melee weapons

Hey u/imcoveredinbeeees (hopefully I got the correct number of Es - great username btw),

This is currently on our Known Issues list to be addressed in the next update.

Melee attacks in VATS can have a 0% chance to hit flying enemies. 

STATUS: We're currently planning to address this in our next update.
