[2021] Fix a few, break a few

So turns out the vault quarters, the large one no longer builds. GG bethesda.

I've tried to build the vault quarters in a bunch of locations, always says it intersects with some other item. Tried the vault lobby and that builds fine, so it isn't actually intersecting/floating...
