[2019] Possible rifle nerf?

After the update I noticed that my combat wasn’t going as well as it used to.

I am using a lever action and a hunting rifle. I have all the rifleman and sniper perks maxed.

I looked at my rifles and the damage has gone from around 140 on both to 87.

head shots were almost one hit kills for lower level mobs but now start with a low percentage and takes several hits for level 10 mutants.

Also unequiping all rifle perks made no difference in damage. This leaves me to believe that the rifle perks are needed or broken.

Has anyone else seen this?
