Since the latest patch, it is no longer possible to place concrete foundations in the shelter.
I assume it's related to the most recent changes.
Unfortunately, I can only test it in the smallest of the bunkers

Got more info! Other commenters are right, Foundations can't be placed in the Utility Room. The existing floors are made of Foundations, so you can't snap Foundations on top of them with Snapping toggled on.
With snapping toggled off, the ceiling of the Utility Room is too low for Foundations to be placed floating.
Hope that clears it up a bit, but it seems this isn't a bug. Sorry about any confusion!
