This is not the case. I have tested it over several characters (I have 20), and you cannot buy over 5k gold from Smiley.
To be clear:
First, I tried just waiting 20 hours until after the patch. I had not played for a week prior, so I know I wasn't hitting some 20 hot vendor reset issue. This did not work.
Yesterday, I made sure to purchase things to trigger my vendor reset. I waited 20 hours. I still cannot purchase over 5k gold.
Smiley is bugged. Please let the devs know so they can fix this. This is the primary way I get gold on most of my characters each week since I can't spend enough time to farm on all 20.
