[2020] Heart of the enemy daily quest bugged for 1+ year

I have largely cleared every main, side and miscellaneous quest in the game, other than my personal white whale, Heart of the Enemy. I have had a piece of viable scorch dna for over a year.

Every time I think "maybe this will be the daily" I am allowed to insert the dna into the centrifuge. However it skips the step where I need to power the centrifuge back on, ordering me to "analyze dna." Okay, so, roll up to the adjacent terminal and if I try to click any entries it tells me "$current_admin has deleted all archived experimental programs."

I've tried going to the basement of VTU where the power terminal is, but it's unresponsive. I've scoured the top floor of fort defiance and scribe grants terminal which gives you the daily in the first place, trying to see if I missed something, a password for the terminal in VTU.

I've watched my girlfriend do this daily, I've watched YouTubers do this daily just to confirm I wasn't going insane and it can be done, just not by me.

If I am just stupidly missing something I would greatly appreciate your help. Any suggestions?
