[2019] Bethesda, we cant mod weapons/power armor since last patch, please issue hotfix, this is kind of big deal

I bought the calibrated shocks for my excavator, and cant even apply them!

please fix this this weekend, not make us wait until may just to do a basic game functionality you broke with a patch

ALSO, i noticed when breaking down weapons/armor, any mods i unlock by breaking down stuff, are not shown on my available mods now... its liek they got unlocked but the game isnt even recognizing them as unlocked? are we screwed now and can NEVER learn those mods as they are stuck in the ether?!?!?!? i finally @#$$@$ unlocked a suppressor for my handmade, but its nowhere to be seen...
