[2019] I have a new graphical bug that I just cannot fix

This happened right after I picked up a bobblehead. Other times it has done this when I interacted with someone's player vendor, and discovered a new location.

I have:

Made sure my video drivers are up to date

Checked to make sure my computer's hardware are working fine

Uninstalled FO76 via the launcher and reinstalled

Uninstalled FO76 and the launcher, deleted my FO76 folder and reinstalled

I'm just at a loss as to what else to check. Can a character get corrupted?
