[2020] Can't proceed in buried treasure quest

I've tried 4 times. Fast traveled away and back. Nothing seems to work. What happens is that the id card reader never loads up so I can't flip the breaker. The door I'm supposed to open is already open. Gail Johnny and ra ra just stand at the door as if it's closed but it's open. I can proceed through all the way until the legendary sentry bot but can't proceed any further. All the doors in that area are closed and a terminal is inaccessible. PS4 and I'm siding with raiders.
