[2019] Strange bug with legendary bloat fly (pun very much intended tee hee)

Hi as i'm sure most of you are aware there exist a bug that does not allow enemy's to take damage most of the time this can be solved by using melee but this time the enemy refused to take damage in any major way I recorded it so can the folks at bethsda do anything if I send this to them? https://streamable.com/lbjjz here it is.
