[2023] Got the plan: makeshift ronin helmet today. Learned it but can't make it?

I'm level ~ 435 and when I go into the armor bench the helmet does not appear anywhere in the build menu's. Tried restarting the game.

I actually found I had two plans in my inventory, learned the one, the second then showed as 'learned' so I dropped it.
