[2021] Look Bethesda, if we have to spend upwards of 20 minutes, a Nuclear Keycard and the ammo to grind out a SILO then the least you could do is make the Glowing Ghouls spawn correctly at Whitesprings and Morgantown.

Hi! We're definitely seeing the community's reports on enemies not spawning/respawning and we've been actively investigating. We're currently working on a fix for our next game update and I should have more info on a date for that to share with you soon.
