[2021] Lock and load perk needs to be fixed

There are currently three conditions I found that break the functionality of this perk. All happen while in power armour, I haven’t tested outside of power armour.

Connecting to a new world causes the perk not to work and needs to be un equipped and re equipped to function again

Exiting power armour causes the perk not to function anymore, again need to re equip.

And also if your heavy weapon breaks in hand then the perk stops working and needs to be re equipped again.

This bug has been happening for over a year.
