Well, it's much riskier. Yes, both are risky, that's true. But a low health build has things to make it much better: you have legendary armor that boosts your resistances the lower your HP, perks like Nerd Rage and Serendipity which are really good, mutations like Adrenal Reaction... and you don't really need to go all the way down with your health bar to start noticing a substantial increase in damage.

On the other hand, we have Berserker. Which requires you to have absolutely 0 damage and energy resistances to be slightly useful. That means no armor at all, except Hazmat Suits (Rad Resistance doesn't affect Berserker) - no armor means that you have to say goodbye to all the Armor Legendary effects; no Vanguard, Sentinel, no Chameleon... nothing. With Bloodied, even if you don't use Unyielding (the logical choice), you can use anything and everything else.

And I don't know if you have tried to clear a Super Mutant camp or do a WS run without armor, but it hurts a lot. Especially considering that the damage boost you get from Berserker is nowhere near Bloodied, that has so many things that make it safer and more powerful.

In other words: Berserker, as it is now, is simply useless. There are much better choices out there (not everything has to be Bloodied, there are many other things to go with), that will actually keep you alive, and your enemies dead. But if you try to head into the Wasteland with only your panties on, you will only visit the respawn screen over and over again. And it isn't worth it for the small damage boost that Berserker provides.

By the way, I'm not saying that Bloodied should be nerfed. That's up to the devs. I am a Bloodied Combat Rifle user, but I can see that there is much balancing to do.
