[2021] Does Area Loot not work if there's too many bodies or something?

I just did rad rumble, did a few area loots in each area and only one legendary item showed up.

Then I walked around checking meat piles manually and found another 7 legendary items, some claim tickets and more ammo.

Is the loot capped or something? I am aware of the radius, I tried different bodies in each corridor and the main area, it still wasn't showing the legendaries that I knew for a fact were on nearby meat piles.
