[2019] [pc] Mouse clicking on Perk cards bugged in Adventure mode

In the screen to manage perk cards, I'm not longer able to mouse-click on any perk card except the top one. If I click on any other by mouse, the system doesn't respond. I can use the arrow keys to navigate to cards that are lower in the stack. This appears to be a new bug with Patch 10. I've never had the problem before this.

Anyone else seeing this behavior or seen discussion of it?
