[2021] No candy in bowls

I can tell you I am already done with this so called event. I have visited 6 camps that show the pumpkin and no one has candy in the bowls.

I thought it wouldn't show the icon unless there is candy. I just wasted 200 caps flying all around the map for nothing. Is this event broke?
