Veteran outfit is now available to craft, it's called the mountain scout uniform. If it's not showing up for you, logging out and back in seems to work.
EDIT: There also seems to be a mask that isn't craft-able or showing up yet.

External link →Hey everyone! The outfit entitlements are still rolling out so if you do not see it in your crafting bench just yet, hang tight and keep checking. It will be available for everyone who logged in prior to Wastelanders by the end of the month.
The Mountain Scout Mask (Balaclava) is currently uncraftable for the veterans and doesn't have an icon in the Atomic Shop menu.
