[2023] 4090 at 100 percent usage

Hey all,

I'm running into issues with frame rate and stuttering on my 4090. The game has it pegged at 100 percent usage and can't hold a steady 60 fps.

I've tried even lowering settings to medium and it still refuses to bring down usage or hold 60.

Any advise ?
