[2020] Horrible Server performance since patch 23

Since this Tuesday, servers are oddly bad almost every time I play. I'm gonna list just a few things that occured to me:

1. I got a "server not responding" info every time I tried to interact with a player vending machine, everything else was working alright. After switching servers it was fine for some time, but from time to time the bug reappears.

2. Unkillable enemies. Mole miners at Blackwater Mine were not registering my dmg for around a minute, after that they all died as so did enemies in the next few locations I went to.

3. Treasure Hunters spawn not as mole miners, but as regular enemies that are legendary and they don't drop pails. I'm sure these spawns were meant to be Treasure Hunters, because I've never seen 3 out of 6 mirelurks at superior sunset farm being legendary, and right after that 2 at the farm south of Watoga Station.
