[2020] No more free fast travel to owned workshops?

I waded through the approximately 24,230,201,239 posts complaining about the ammo converter and also used the search bar and didn't see this addressed/asked, so apologies if I missed it.

So, fast travel to workshops that you own is no longer free? I played a bit yesterday after the servers came back up and claimed the Converted Munitions Factory and Tyler County Dirt Track. I noticed that the workshop icons didn't appear on the map, and subsequently that it cost caps to fast travel to them.

I also noticed that one cannot fast travel to unowned workshops. I believe that was the case before, but now workshops don't have distinct icons on the map, and I previously nothing would happen rather than a message popping up.

At least I can still fast travel to my C.A.M.P. and survival tent gratis, I guess.
