[2020] Did they turn off PvP-VATS Damage?

Hello dear Vault Dwellers!

I get right up to the point: I'm playing a ton of PvP ingame and just noticed I don't do any damage with Vats. After I noticed that I got myself a bounty and asked a few players to vats-attack me, and nothing.

Don't understand me wrong, it's great! It feels so much more comfortable running arround without the fear to get auto-aimed out of nowhere.

I don't know if this was just a bug ongoing on my server, or a new bug at all. Or it's a feature added with Wastelanders. Anyway, maybe some of you can test it aswell.
