[2020] Speed Demon Not Working?

I feel like I have seen 'Speed Demon' mentioned somewhat recently but I'm not entirely sure. I get no speed boost from speed demon and I get no reload boost, yet it still drains my food and drink 50% faster. I think this may have started when patch 21 went live. Is anyone else experiencing this or is this an isolated event?
