Why is this even a thing?! Like there are a total of, what, 9 shelters available. So why wouldn't the world max be 9x whatever the max player cap is (24 iirc)?
Why can't I enter my shelter if it's already placed as part of my camp, which successfully placed in the world when I joined? Why the hell does the fact that other people have all the shelters affect my ability to use my shelter?

Yes I did a bug report (no followup on their part yet, but it's only been a few hours).
The issue isn't while building. I have one shelter entrance (hatch to Vault Utility Room) already placed as part of my CAMP. Within it are doors for the two other free ones (Vault Entrance and Studio, I believe). That's all though. 3 total shelters, but only 1 entrance in my CAMP.
The issue is pervasive across every server I was on. In my 4ish-hour session tonight, I server hopped 4 times and had the issue with each one. When first loading into a world, I could enter my shelter no problem. But whenever I came back from doin' stuff (events, quests, shopping), I wouldn't be able to enter my shelter. And it would persist even with server clear-out.
Unknown (to me) if there's a certain amount of time, or just leaving the area, or anything else like that.

UPDATE:
Bethesda support got back to me with the ol' "it's not us, it's you!" spiel. So, apparently, I only have to do all of the following to maybe-probably-not fix the issue:
Restart the game, power cycle the console, clear save data (not character data / game progress!), update the console, uninstall/reinstall the game.
And then follow up with them if (see also: when) it doesn't magically fix the issue.
