[2020] Using floors in shelters doesn't seem to be working correctly

We are able to snap floor pieces down to the floor of the shelter, but they don't place down where they're supposed to. It seems like their intent was to let us use our own floors, but it just isn't working right at the moment?

I managed to get a half-floor to snap in the middle of the room (haven't been able to replicate it yet), which then let me snap other floor pieces to it. But, they're snapping to the top of the ground floor rather than just kinda meshing in with it, which doesn't seem like it's intentional.
