[2019] [Bug] Almost all Atom Shop items not loading their skins

Sup folks, just asking for a hand on this one. I had this issue before the update, but was kinda hoping maybe it'd magically get fixed with the new one. Basically, every item in the Atom Shop that isn't one of the ones that came with the game is not loading its textures, either in the shop or in the game world.

I've tried modifying the INI in accordance with a previous guide on this subreddit, but that didn't fix the issue. I removed the one mod I had (the one that showed you weights of the tabs in your pip boy) and that didn't change anything, either. I also did a full clean reinstall (minus the launcher), which didn't help either. I can't think of any other ways to get this working, so if anyone has any ideas (or just wants to send me their chunk of the INI relevant to loading the Atom Shop textures), I'm all ears.
