[2019] The Purveyor; is it in this patch?

I haven't played the game for a few weeks in anticipation for this patch, it seems pretty awesome. Did I miss something about the legendary vendor no longer being in this patch? I didn't see it in the most recent patch notes. I'm also really tired today, so it may just be me.
