[2019] Potential Bug with Settings

I'm not sure if others have had this problem, but I figured an update would fix it, but it hasn't yet.

My in game settings have been bugged for a real long time now. I cant make any graphical changes to my settings, such as changing window mode, presets, or even just setting it back to defaults. I can change things like FOV and Depth of Field. However, anytime i change the other settings it requires a restart to the game, which I understand. However, these changes I make dont save and when I go back into settings to change them again, it still requires a restart. I also cant change the settings with Nvidia Geforce Experience. I will be making a suggestion post to go along with this one. To make the suggestion brief, I think the settings should include an apply/save settings button like other games, because I have no clue if my settings save after changing them.

If anyone can help me fix my problem, it would be very much helpful, I don't play the BR because I cant change my graphics settings to a more competitive set. Also, I've tried fixing the game in Bethesda launcher, and re-downloading the game.
